President Trump on Tuesday signed an executive order on police reform amid a broad national debate sparked by the police killing of George Floyd in Minneapolis, which has itself led to heightened calls to address racial justice issues in the United States.
Trump held a Rose Garden event to sign the order, the text of which has yet to be released by the White House.
What is needed now is not more stoking of fear and division. We need to bring law enforcement and communities closer together, not to drive them apart, Trump said.
The executive order would use federal funding to incentivize police departments to improve training on the use of force and de-escalation techniques, administration officials said in a briefing ahead of the president's remarks. They said it also aims to strengthen information sharing so the federal government can better track officers who have excessive use of force complaints.
Trump offered few details on the legislation, though he said that chokeholds will be banned except for situations where an officers life is at risk. It is not clear who would make that judgement. Administration officials have said local leaders will largely shoulder the responsibility of getting law enforcement to comply.
The president said additional funding will be allocated to help police departments deal with homelessness, substance abuse and mental illness.

Whether it’s good or bad, why are we changing the subject from kneeling on someone’s back, to chokeholds?
Is Trump ok with kneeling on the neck? So he’s changing the subject to chokeholds? I don’t get it. And the media doesn’t seem to be curious either (but that’s not new).
I think what’s happening is a financial incentive. The holds are banned if you want that money. That’s how I got it. I can’t blame Trump now as the media won’t deal in nuisance. Get him re-elected before he can keep going 1 v establishment. It’s clear Trump’s instincts are 180 than this.

This is one of the few times I disagree with our (current) President. A choke hold is a valid non-lethal option. Yes, it is not without risks if applied "over zealously" - heck even under nominal circumstances & use there's always a chance other conditions may combine/impact the result ah "unfavorably."
Banning these and other techniques just means confrontations are going to drag out longer. It will embolden suspects/criminals to resist more and longer. If a LEO is putting a suspect into a choke hold they are obviously well past the point of discussing the suspect's behavior over tea.
It would appear to only cover police departments using federal funding and to federal law enforcement.

Our nations original notions of dispersed power, local, self-government, and limited centralized powers have been steadily eroded, starting mainly in the Progressive era.
Really all thats left of significance is local policing, and management of elections. Thats why the Left are constantly seeking reform of both.

Where is the banning of Antifa Executive Order?
It sounds like it is not so much an “order” as a string attached to the federal funding incentive. So you change your police department use-of-force guidelines to disallow choke holds, or you’re not getting your slice of the pork pie.
