You must have watched a different video then me. Looks to me like he was complying, with his hands behind his back, and didn’t even try to fight back when the ‘cop’ started wailing on him.

No, he was holding his hands behind his back passively waiting to be cuffed when the cop first hit him. Also, he didn’t fight back but was just trying to protect himself from the blows.
For this cop it will start with a quick investigation, followed by his dismissal from the force, and that followed by an assault charge.
For the guy he repeatedly punched, it will end in a very big payday.

You resist, you can be forcibly restrained.
Cops should have saps and batons for insuring their own safety against resisters. A tap on the head with a lead sap is wonderfully calmng for a resister
