He could have referred to chain of command and operational security... it would have been enough, I think.
They both took their cases to the press. This was an internal matter and Modly had no business making public comments on the subject. These people are all incapable of saying the two words that would save their careers. No Comment.
It’s highly unusual for any service secretary — appointed & confirmed or acting—to relieve any officer of their service, especially one who’s below an O-9 level...Highly Unusual.

I think I read that it was leaked.
You might be correct. But I heard it was in the speech delivered to the ship’s crew, with whom the captain appeared to be fairly popular. If that was the case, leakage wouldn’t be a surprise.
