He really does. At least three people, the SECNAV, his Chief of Staff, and his rear Admiral who was right there on the ship with him, apparently had no reason to believe he was seriously dissatisfied with the efforts they were making to deal with the problem.
The bit about the Governor of Guam sticks out to me in particular. If she was getting blowback, that means she had already arranged for his men to come ashore there and was in the process of getting it ready. He must have known this. To not even think about the effect this 5 page hysterical manifesto would have on all the people trying to help him... that speaks volumes about either his state of mind at the time or his attitude in general.

1,500 have been moved ashore to quarantine because they berthed and/or worked closely with the 150.
And those 150 positives should have been evac via helo rather than parking the ship.
Nobody cleans better than the US Navy. They could scrub the ship from stem to stern every single day and evac the positives.
