Why are active duty military in these numbers, and for this duration (2 years), needed for the coronavirus outbreak?

They’re not. These are simply (probably) a standard personnel ceiling and a standard timeframe window included in the “boilerplate” language for such orders. That’s my speculation.

This is authorizing the callup of the ready-reserve to Active Duty. It includes anyone who served previously (and maybe others) of less than either 55 or 65 years of age.

At the least it could include doctors, medics, decon, and other specialties.

Members of the Individual Ready Reserve are those whose enlistment for duty ended less than two years ago. In other words, they are available for two years to be called up again, after they get out. At least, that was the way it was done, when my enlistment period ended in the 90s.

The executive order also includes those who are currently serving, of course. They can be ordered to active duty per the decisions of leaders in the various branches of our military forces. And no, the order is not about violence. It’s for helping to take care of the infected and any other work needed during the epidemic—where needed, pretty much anything that civilians are doing so far. It’s possible that many more civilians will be getting ill and needing some considerable time off for rehabilitation.

Kids, keep in mind. A enlistment is always 8 years. You might serve a few years active, but you've signed up for a minimum of 8, and can be called up for times like these.

This is where things start getting tricky (and hopefully where all the social distancing and curve flattening made a difference)

If the Army pulls a trained respiratory therapist into active duty because that skill is critically needed, it probably means that they are pulling a trained civilian respiratory therapist from their civilian job where they are also critically needed. You can supply ventilators to where they’re needed all day long, but there are only so many people out there trained how to use them.

Specifically, the EO is targeted towards bringing medical personnel onto active duty. I received an email a few days ago asking for retirees with specific MOSs to volunteer for recall. My MOS was not mentioned, but I am medical personnel.

The advantage of bringing reserve military medical personnel on active duty is that we have military discipline, so are ready to act fast and go where needed to help with the outbreak. We have been trained on working in austere environments and on setting up mobile labs and treatment facilities. We can build a temporary hospital in three days. Some of us have specialized training on how to handle biological emergencies.

The bottom line is that military personnel have a skill set that is not found among the general civilian population.

Don’t think of military personnel as simply fodder to throw into wars. We frequently respond to emergencies to help local responders and officials.

It is not a call up of the reserves. It puts in place an “authorization” for it, should it later be deemed necessary. If civil unrest is considered a possibility (look at current unemployment and the growing near-death state of many retail sectors (Macy’s, Khols & Gap announced today the layoffs of most of their employees), closed car manufacturers, closed movie theaters, closed live entertainment of all sorts, ect., ect., and it would be IMPRUDENT to think this authority did not need to be issued; to be prepared.

The government is worried that people are going to get tired of this have to stay at home all the time and you cannot go out to do anything except the supermarket or a doctor or hospital. The longer this lock down on 330 MILLION people remains in effect the more restless people are going to become. People are going to want to get on with their lives, go to work, school, go on a vacation outside the home and back yard, go hiking, ride your motorcycle in the countryside, go fishing/hunting, you name it. People will start to voice their displeasure at being locked down like they are in jail. Inmates get POed all the time being in lockup or being locked down. They start trouble. How do we expect 330 million American citizens to start to react. Kids: no school, no sports, teens not being able to gather together, whatever it is kids do today. The government will need those extra troops to keep order, what little they will be able to keep. People are going to start to defy these lock-down orders and start going out of the home. Then the government is going to start arresting people and that is when the brown stuff starts hitting the fan and stuff starts happening, riots, etc.
