The Secretaries of the Army, Navy, and Air Force, at the direction of the Secretary of Defense, and the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, are authorized to order to active duty not to exceed 24 consecutive months, such units, and individual members of the Ready Reserve under the jurisdiction of the Secretary concerned, not to exceed 1,000,000 members on active duty at any one time, as the Secretary of Defense and, with respect to the Coast Guard when it is not operating as a service in the Navy, the Secretary of Homeland Security consider necessary.

They’re not. These are simply (probably) a standard personnel ceiling and a standard timeframe window included in the “boilerplate” language for such orders. That’s my speculation.

Give older and retired U.S. citizens skin in this by allowing for the standing up of a multi-million member Civilian Volunteer Militia. To support and back up our mainline LEO’s and Military folks.
We can bring our own guns. They supply the ammo ;^)

This is authorizing the callup of the ready-reserve to Active Duty. It includes anyone who served previously (and maybe others) of less than either 55 or 65 years of age.

At the least it could include doctors, medics, decon, and other specialties.

But why are such orders being made? The EO sez, "...in furtherance of Proclamation 9994 of March 13, 2020 (Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak), which declared a national emergency by reason of the threat that the novel (new) coronavirus known as SARS-CoV-2 poses to our Nation’s healthcare systems..."

Why is deployment of active duty military needed for that? I understand the virus outbreak threatens our health care systems, but what can military troops do about it? They can't shoot the virus.... Somebody on Facebook speculated this was the beginning of martial law. And a website speculated that these soldiers would be needed to fight an invasion on our soil by the Chinese military...

I lived through the Rodney King riots in LA. They happened almost instantly and suddenly the city was on fire. There were fires burning all four directions from where I lived. It didn’t calm down until the national guard with full auto weapons were patrolling Wilshire Blvd.

People are bored and bad guys are bored and it’s a big country. All it might take is one shooting by a policeman that gets filmed and posted on Facebook. Or some a$$hole walking into a hospital with a gun. The risk of civil disorder spreading today is much, much higher than it was two months ago.

Bored people do stupid things. Especially in groups. Flash mobs are almost ridiculously simple to conjure up.

In summary, I don’t think Trump is interested at all in martial law and I think this is a good precaution. This order doesn’t effect a callup. It merely enables it. If the cities burn, I guarantee you’ll be happy when the Guard shows up. And you’ll be happy for your second amendment rights.

Members of the Individual Ready Reserve are those whose enlistment for duty ended less than two years ago. In other words, they are available for two years to be called up again, after they get out. At least, that was the way it was done, when my enlistment period ended in the 90s.

The executive order also includes those who are currently serving, of course. They can be ordered to active duty per the decisions of leaders in the various branches of our military forces. And no, the order is not about violence. It’s for helping to take care of the infected and any other work needed during the epidemic—where needed, pretty much anything that civilians are doing so far. It’s possible that many more civilians will be getting ill and needing some considerable time off for rehabilitation.

Imagine being in your twenties or thirties, doing a job essential to your community or for transportation and getting ill. Then imagine after recovering from the virus, finding that you’ve lost about 30% of your body’s breathing efficiency or suffered other long term or lifelong organ damage.

That won’t happen to everyone infected, but it is happening to many. Thanks to a lot of myths perpetrated by globalists who hide while having their managers push their employees to stay unprotected in the main virus traffic, most people don’t know what we’re really up against.
