Rescue people are being used in communities now and don’t need to be chasing around searching for people in the wilds.

I had not really thought of that. Yes, that can be a severe drain on man power to send 30-300 people out on a rescue mission, no doubt.

The solution could be to ban people from climbing or hiking with a written warning that they will not be saved. IOW - enter at your own risk.
The few people that fall or get lost is preventing the overwhelming majority who just drive through the park and maybe stop for a few pictures.
