The solution could be to ban people from climbing or hiking with a written warning that they will not be saved. IOW - enter at your own risk.
The few people that fall or get lost is preventing the overwhelming majority who just drive through the park and maybe stop for a few pictures.
Even if they sign a release, it’s not worth the paper it’s on in many states.
