Speaking in Wilmington, Delaware, the Democratic presidential candidate also said the outbreak had “laid bare the shortcomings” of President Donald Trump, who addressed the country on the outbreak Wednesday evening. Biden’s rival for the Democratic nomination, Bernie Sanders, is scheduled to speak on the coronavirus later Thursday.
