The IRS will soon start making house calls to high-income individuals who didn’t submit a tax return.
Starting this month, the agency will send its revenue officers to visit people with income in excess of $100,000 and who failed to file Form 1040 in 2018 or in previous years.
“These visits shouldn’t come as a surprise to the taxpayer because the IRS has contacted these individuals multiple times regarding their tax issues prior to their cases being assigned to an IRS revenue officer,” said Hank Kea, director of field collection operations, small business/self-employed division, at the federal agency.

That would be me. Since 1970 I have 6 1040s,all filled out by IRS auditors. To date they have written me checks for over $800. In 1984 they sent a US Marshal after me. (Didn't find me.)
The last contact I had from them was a phone call when I was told "Don't do anything until you hear from us." almost 20 yrs ago.
Also, you don’t have to fill one out if you already paid more than you needed to pay in tax that year, in my understanding.
I had a horrendous experience with the IRS over “68”,”69” and “70” tax returns that went on for months. 68,69 I was in Vietnam and 70 was a drug fueled drunken stupor but the threats and endless forms gave me a mental block. I fill out factual I-9s when required and will pay any tax bill they ask for but I will cut my right hand off before I’ll fill out a 1040.
I had a mental block one year my taxes were quite difficult to understand for my business. It had been a bad year economically. That year, I did the run through of my expenses and income and such and had to file a state income tax form but not the federal, so I didn’t.

I filed an extension. My job plus stock money would put me over. The IRS and me went back and forth over $10,000 they says owed back for 2014.
