Chiu’s bill comes as the state and local governments are ramping up their spending on homelessness, but the number of people on the street continues to rise. Gov. Gavin Newsom recently proposed spending more than $1 billion on homelessness in his 2020-21 budget, including $750 million to build housing for the homeless and help prevent struggling families from ending up on the streets. His last budget also included about $1 billion to fight homelessness — including $650 million for cities and counties.
Meanwhile, the crisis keeps getting worse. The homeless population grew by 42% between 2017 and 2019 in San Jose, and by 47% in Oakland, according to those cities’ point-in-time counts. Statewide, it grew by 16% between 2018 and 2019.
Last week, the Legislative Analyst’s Office said the governor’s most recent proposed budget “does not present a clear path for how the state will address homelessness.”

The problem is not homelessness. It’s the legalization of drug addiction and vagrancy. The money is going to subsidize the behavior street people and the support organizations who make a profit exploiting them. Liberals call this compassion.

Yes, it all goes to (largely) Dem voter employees and NGOs. That is government is every major city. Paying for votes through employment via government grants.
The people actually in the streets, serving food, helping people on their feet are volunteers or they are doing community service as part of some kind of criminal conviction. Either way, they are giving back to society for nothing other than their hearts or their duty. They get no money for it.
The money itself is sucked up by a giant pyramid scheme. $900 million allocated by X county/city, which is then divided up to 12 different agencies each with their own offices, overhead, bureaucracies, staff, car allowance, and six-figure payrolls to the managers etc. All they do is outsource to yet another 12 different subcontractors, each with their own overhead, car allowances, per diems, and 5 figure salaries. Who then outsource to various vendors, suppliers, providers etc each with their own overhead, expenses and costs etc for food and medicine and delivery.
I’d be surprised if $1 out of every $3 actually reaches the intended beneficiaries.
At least some of it goes to creating more homeless.
Let that set in that a billion dollars can’t solve a problem; government will never succeed in spending a problem to being solved. Most of the money gets regurgitated to make the liberal more rich.
Most of it is siphoned off by politicians and their favored contractors.

When you have a state that pushes welfare, protects illegals with sanctuary, allows the spending of funds for the homeless like medical care, food and protection from being responsible for violent crimes, and trying to open the door at the southern border to stack the deck of voting, legal or not, you are going to have to scramble to make it work. And borrowing from Peter to pay Paul has been the liberal tactic for well over 50 years. And to them, the end justifies the means.

Large portions of taxpayer’s money slated for social relief programs as well as other pools of special program monies are most likely being looted by the democrats in Sacramento who control the state. Unfortunately that’s the reality of the criminal scams of today’s politicians all across this country.
You can divide them into three categories: (1) druggies, who can’t be helped, (2) paranoid schizophrenic types, who need institutional orders from a judge, and (3) people who need life-coaching and a year of real support from the regional government. On this last group, I’m not convinced that staying in California is worth discussing because of the cost of living and low potential for new jobs. I also say the same for NY City and a dozen urbanized areas.
In economics whatever you are willing to pay for is going to increase. That is why we have so many fatherless families, because the Government (us!) pays them to do so.

Let’s see. First create a sanctuary city enticing misfit illegal aliens and drug cartels. Encourage drug abuse and lawlessness, allow mayors and governors to violate federal immigration laws, then send money to the city to encourage more of the same bad behavior.
