I wonder if DHS can use their older Global Entry program databases to check the legal immigration status of New Yorkers? Probably wouldn’t do any good since illegals would not use that program, but older databases are invaluable for finding older information on people, events, etc.
I’ve done that in my legal work and you’d be amazed at what is archived if you do it right (and I do and have for almost 30 years. Records are the gold mines of legal research in many types of law/cases).

My TEA pre-check status expires this month, after 5 years. I don't travel anymore, so I don't need it. But if Global Entry has a similar lifespan, those New Yorkers should have their access pulled now, not in 2024. Otherwise this is like double secret probation.
