A homeless man with a criminal history of assaulting women was cut loose without bail Friday despite allegedly beating up two women in unprovoked attacks hours apart the day before.
Eugene Webb is the latest defendant to be let out on supervised release under the states newly imposed bail reform, which allows those charged with most misdemeanors and some felonies to walk free.
Webb, 26, is accused of randomly punching a 23-year-old woman in the face so hard, around 6 a.m. Wednesday in Greenwich Village, that one of her teeth was knocked out.
He allegedly struck again the same day just after 7 p.m., attacking a 35-year-old woman near Grand Central Terminal, shoving her to the ground and kicking the back of her head, prosecutors said.
Webb, who police believe is homeless, was nabbed shortly after the second assault.
At his arraignment Friday morning, Manhattan Assistant District Attorney Ashlyn Rich requested that Webb be held on at least $10,000 cash bail noting that the serial slugger had an open case for a similar assault in September and failed to return to court for an Oct. 7 date.
The first incident charged in the defendants new case took place on West Houston Street, a little over a mile from this courthouse. The second incident took place on 42nd Street, Rich told the judge. This is clear and convincing evidence that the defendant is fully capable of moving around Manhattan, at will, with nothing to prevent him from returning to court.
Judge Ann Thompson freed Webb, who is charged in the newest case with misdemeanor counts of third-degree assault and second-degree aggravated harassment, on supervised release.
Webb left his arraignment with a smile on his face. Hes due back in court Feb. 25.
His lawyer Rebecca Phipps declined to comment.

Phone voice to release program office: "Case no.5993 has beaten an elderly lady coming out of her home, previously punched a woman eating lunch in the park and another at the library reading to her small child."
Office : "Okay. Got it. Keep us current. Consider him supervised. No action required."

And yes, property crimes et al are skyrocketing.
Given the likely consequences of a fall caused by a sucker punch and the injuries directly caused by such a punch, anybody reasonably threatened with one could reasonably view herself in imminent danger of death or great bodily harm. That’s the general standard that allows an individual to use lethal force in her self-defense. Of course, that’s highly unlikely to happen in NYC because it prohibits most of its subjects from carrying guns; hence far more hideous assaults like this one.
