While it may seem counterintuitive on the surface, many totalitarians view anarchy as a means to an end. The descent into chaos will inevitably create a clamor for order, creating a groundswell of support for a strongman dictator or cabal that promises to bring order if they are just given the tools to do so.
Sadly, there is no shortage of useful idiots for whom anarchy is the desired end state and will unwittingly provide all the chaos needed for the budding tyrants to make their case.
You are correct...this is Communism 101, although it is a common strategy used by budding strongmen of many different ideological flavors because it generally works. The sad thing is so many fall for it regardless of how obvious a ploy it has become.
