House Speaker Nancy Pelosi on Thursday defended her decision to hold off on sending impeachment articles to the Senate, calling Mitch McConnell a "rogue leader" in an unusual press conference where she repeatedly tried to shut down questions about the impeachment process.
Pelosi spoke to reporters after Democrats passed two articles of impeachment against President Trump in a Wednesday evening vote. She indicated the House would eventually send the articles over to the upper chamber, but insisted it is up to the Senate to determine how the process develops going forward.
The next thing for us will be when we see the process that is set forth in the Senate, then well know the number of managers that we may have to go forward, and who we would choose, Pelosi said Thursday.
After an impeachment in the House, the articles are normally sent over to the upper chamber for an impeachment trial, but Pelosi signaled earlier that the House is waiting for the Senate to set out how Trump's trial will be conducted before they determine next steps, such as designating impeachment managers who will represent them. This prompted outrage from Republicans who worried she would simply refuse to transmit the articles, thus denying Trump the chance at acquittal.
Pelosi made clear Thursday that she is not prepared to name those managers yet "because we don't know the arena we are in." As she did Wednesday, Pelosi insisted House Democrats want to see a "fair process"...

Actually, there is never anything to negotiate between the two chambers for impeachment.

This just a stalling act. She knows what she has will fail flat in the senate. By withholding the articles and not sending them over until the senate does something... the senate will never do it the way she wants it and she will drag this out and not send and bitch and complain. Stalling and bitching and complaining about anything is all she has.. does not want it to proceed in the senate. Mitch should just say we don’t have anything to establish any rules for and we won’t until you send the articles over.
She won't be allowed to paralyze McConnell's Senate at any time.

Is there a expiration for the articles? Is Pelosi keeping this in her pocket to pull out if the Democrats take the Senate in 2020 and Trump wins she will then send it over. At worst, a majority of Senate would then vote to remove even if the Democrats fall short of the 2/3s majority.

Censuring Trump is a non-starter for the DEMs. They would lose their rapid base if they settled for that.

This impeachment was always just a Democrat stall and smokescreen operation to try to prevent an investigation into the criminal actions of the Democrat leaders.

She has effectively made herself the American Dictator. Now, not only the President, but the Senate are her subjects. Too bad the courts are not trustworthy care-takers of our Constituion. Otherwise her endeavors could be stopped.
Nancy has no more control. The impeachment process now lies solely in the Senate. She can bleat all she wants, McConnell can proceed in any manner he wishes. Right now.
