I suspect something along the lines that he was convinced (no doubt by the Deep State) that the people who work for him were basically non-political when it comes to following orders from above.
...but even so, it was OBVIOUS at the start that they were not his friends, and never felt they needed to answer to him.
I bet the guy has had thousands of meetings on the subject with lots of other do-nothing bureaucrats—impressive for the resume!
Homelessness in California is a federal issue because...?
I know a homeless person in San Diego. We went to school together and we connected on FB. You can’t afford rent in SD and why would you when you can just live in a tent. He’s a cook and doesn’t make enough to rent a place. I doubt he is interested in doing anything except stockpiling cash until he can afford a place in Arizona.
Why are any of these soetero holdovers even allowed in the building? That should be the first question asked.

Trump should require every Obama appointee to justify their job or tender their resignation, and where there’s any doubt, terminate.
Anyone even tangentially associated with the Greatest Fraud Ever’s administration should immediately take a long walk off a short pier...for the good of this country and for the good of civilization, in general.
I believe there is another possibility in addition to the two traditional reasons you note.
The “homeless” have homes. They dwell in tents situated on public lands. These people are actually squatters.
The reasons for squatters can be debated but the likely reason is in fact the lack of or prohibitively expensive housing. Even if they do work, their earnings are in adequate .
In the totalitarian California Utopia, it is the duty of the state to care for all the needs of these people including the squatters. The purpose of the utopia is to not have such situations.
The California rulers have failed their most basic obligation
Market solution is best. Hunger is a great motivator.
