He’s now the Prime Minister of the Eastern Provinces, not of Canada
If I was a Canadian I would be saying “What mandate?” and then asking what he had in that pipe he was pounding after he fired it up.
But yet when conservatives win a majority the media still says they really didn’t win if they can’t form a coalition.
The numbers never ever told a majority for the Conservatives and it’s only been in the last few months that they’ve been competitive (due to fallout from the SNC Lavalin affair). However, the red wall (905 Toronto area) could be that much more easier to break the next time around as more stinky and scandalous stuff involving Trudeau and his antics could possibly come to light and that also working with the socialist NDP could make Justin turn that more leftward and make life that much more expensive for these moderate suburban voters.

The nest few years (?) in Canada will be a leftist hell - this includes war on the oil companies and pipelines, bleeding-heart immigration policies, demonization of Alberta, eco-insanity, etc.
(Of course, there’s always hope that these leftist idiots will get so sick of each other that the coalition dissolves after 6-12-18 months, and another election is called ... who knows ... but until then we’re hooped)
