This is one of many prepared orders that are drawn up for contingencies.
They require activation by an order of the President.
For contingencies, you can’t wait till something happens and then in a panic put out orders for things like mobilization of the reserves, securing of the infrastructure, etc.
Some idiot found one of these orders (they’re in the files at every reserve unit) and makes a big deal that ignorant never-served journalists run with.
