I would suspect aphasia. Aphasia is a condition that robs you of the ability to communicate. It can affect your ability to speak, write and understand language. Sometimes mistaken for senility, which may also be a factor.

Article must have been written by Biden supporter. While I don’t agree with his answer to question, his words kept up with his brain and forgetting the question..this was his most fluent answer of the night. The teeth thing was just click bait to have you listen to Joe being lucid.
