Trump administration poised to tap military construction funds to build wall

The Trump administration is preparing to take money from military construction funds more than six months after first promising to do so in order to build sections of the wall along the US-Mexico border, according to multiple administration and defense officials... Though it's unclear which military construction would be put on hold...

White House officials have held talks in the last weeks to begin planning for the move, two administration officials said...

The use of these additional military construction funds could invite a new legal challenge. Administration officials said the action was in the works but that it was unclear when the Pentagon would officially begin shifting the funds.

Looks like a shower of contract awards is coming up.

There will also likely be a fight to get this money restored in the 2020 budget, for the projects that get their money diverted to the wall in 2019.

Once awards are made using the Military Construction money ($3.6 billion) under the emergency declaration, that will likely trigger lawsuits, and require the Supreme Court to weigh in.

Separately today, the first panel was installed for a 15 mile mile run in the Imperial Valley of Central California, East of Calexico, through the Jacumba Wilderness. That project uses the Dod Counter-Narcotics money, that the Supreme Court allowed last month.

This is not news. What is news is why it takes four “authors” to report on this story. Wait, it is CNN, that explains the incompetence and bias.

The money is there in the 2018 Omnibus Spending Bill.

POTUS Trump said it was there at the time.

SCOTUS just recently approved it.

SCOTUS approved the $2.5 billion from DoD’s Counter-Narcotics account.

The $3.6 billion from Military Construction Accounts (which requires a Presidential declaration of emergency to divert) has not been tapped yet. Lawsuits are not triggered until they actually try to spend it - which CNN reports they are just now preparing to do.

It seems we are a nation of judges the past decade or so.

What kind of government is it called when judges pretty much dictate what a president can and cannot do and when they basically write law instead of just upholding it?

Cause it certainly ain’t a republic that does that.

A 46 mile run in New Mexico started last week, and the first of 63 miles in Arizona as well.

This week, a 15 mile run in Central California started placing bollards: https://www.youtube.com/watch?v=wpsZFBQnSiQ

More projects are getting ready to start soon, including “new” miles in the Rio Grande Valley.

The $3.6 billion referred to in this article has been estimated to support building about 120 more miles, but my estimate is that over 180 seems more likely for that kind of money.

Wall building is ramping up quickly, and more and more crews will be working at the same time, each month from now.

for 18 months trump talked about the wall and pumped his fist to the mob chanting “build the wall.”

On the day after the election he should have been “poised” to ask Turtle and Ryan to provide funding by Jan 20. When the funding was not in place, he should have been “poised.” too declare an emergency on Jan 21,2017.

Being “poised’ now is laughable after 32 months.

Nonetheless, those billions are now fixing to drop, and will contract a lot of barrier. They estimate 120 miles ($30 million per mile), but I think under $20 million per mile is more likely (so maybe 200 more miles).

Another 144 miles is underway from the Counter-Narcotics account he tapped, and he got appropriations for 175 miles so far.

Early in the Administration, talks went on for a long time over a comprehensive Immigration deal, which would fund the whole wall ($25 billion), close the loopholes, and move to a merit-based system; in return for legalizing DACA and a bunch of pork barrel infrastructure spending. That would have been a complete solution.

Careful planning and prep went on during that time, in case the deal did not work out, and we are enjoying the fruits of that forethought now, with a thoroughly analyzed comprehensive plan, rather than a knee jerk hodgepodge approach to just build something/anything right away.

DOJ’s legal position is that the courts do not have jurisdiction in this matter.

We are off to the races now. We started the year (2019) building about two miles per month, and are on track to ramp up to a mile per day next year, as more and more concurrent crews are put to work.

The highest priority miles first, with top of the line system going in everywhere.
