I think what would really put a damper on such things is “boredom doubling.” That is, for the Secret Service to recruit amazingly boring people as hourly wage interviewers.
The first time some nutbag like Arnold threatens the president, as things are now, an agent is required to interview them about it for one hour. Almost always finding out that the jerkwad is harmless. But every subsequent time, the cost is again one agent for one hour.
Instead of that, send an Amazingly Boring Person (ABP) to interview them for *two* hours, for their second offense, and *four* hours for their third offense.
Since anything over four hours is borderline to light torture, for their fourth and subsequent offenses, the ABP is required to give them multiple, four hour interviews.
Even some arrogant dirtbag like Arnold will break after a time or two of such interviews. And when they do break, the ABP should get a small bonus.
Mouthing off is the only way Arnold gets publicity.
