NY needs a 3 strikes law for all gang members and all violent crimes perpetrated by criminals. A separate prison for all lifer criminals where they have to work for their room, board, and guards. It would keep them busy and enable rewarding good behavior and punishing bad behavior. It would make jobs and pay for them. Prisoners can make more than license plates.
In fact this should be done in all 50 states and at the federal level too.
