Gov. Brown Prepared to Use Executive Powers to Push Carbon Cap Legislation

The contentious cap-and-trade bill that caused Republicans to flee the Senate for nine days was effectively pronounced dead on Saturday. But it may have a chance at resuscitation.

During a press conference today, Gov. Kate Brown said she is prepared to use her executive powers and direction of state agencies to propel the policies behind the bill forward, over Republican objections. The 2019 legislative session ended Sunday, meaning executive action from Brown is the last chance the legislation has at progressing this year.

Brown said of House Bill 2020: "Let me be very, very clear: I am not backing down."

"Working on legislation is my preferred approach; collaborating across the aisle and around the state," she said. "However, given the uncertainty that now permeates Oregon's political system, I am also directing my staff and agencies to explore alternative paths in case these collaborative approaches do not lead to successful legislation. This includes the use of my executive powers and direction of state agencies."

Brown stressed that the cap-and-trade legislation is crucial for the state to meet its greenhouse-gas reduction goals. She cited wildfire threats, forest degradation due to insects and disease, decreased agricultural yields caused by warming temperatures, ocean acidification and declining snowpack as consequences of climate inaction.

Environmental groups that championed the bill—which has been in the works for over a decade—lauded Brown's speech. Tera Hurst, executive director of Renew Oregon, said the Governor "can define her legacy by leading Oregon to do our share to combat this global crisis, while growing our economy and cleaning our air here at home."

Petitions will be circulated to vote down the illegal thievery should dictator brown sign carbon cap into law.

What a moroon. The deforestation is caused by lack of forest management which has resulted in the insect infestation throughout the west. It’s a government/environmentalist caused disaster.

It sounds like misguided imo Oregon state executive leader may not only wrongly ignore state constitution's enumerated division of legislative and executive powers, including access of ordinary voters to legislative powers, but neither is state government providing voters with expressly constitutionally guaranteed republican form of government.

"Oregon Constitution, Section 1:

Text of Section 1: Legislative Power; Initiative and Referendum

(1) The legislative power of the state, except for the initiative and referendum powers reserved to the people, is vested in a Legislative Assembly, consisting of a Senate and a House of Representatives." —Article IV, Oregon Constitution

Here’s federal Constitution guarantee of republican form of government for each state.

"Article IV, Section 4: The United States shall guarantee to every State in this Union a Republican Form of Government [emphasis added], and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence."

The problem is that the current corrupt federal government predictably isn’t going to lift a finger to do its constitutionally enumerated duty to protect Oregon citizens from their renegade government any more than activist Oregon state leaders are going to respect the state's constitutional division of executive and legislative powers, particularly the will of the state’s legal majority citizen voters.

All patriots in the nation need to help rescue Oregon legal majority citizen voters from oppression by constitutionally failed federal and state governments by doing the following.

Patriots need to elect a new patriot Congress in the 2020 elections that will not only promise to support PDJT’s vision for MAGA, now KAG, but will also make punitive laws that discourage renegade state governments from oppressing their respective citizens.

Remember in November 2020!

How about taxing oxygen? Or putting in place a crap cap in San Francisco and LA?

That moment. As your finances sink into the Pacific like the Titanic, when you realize you have taxed everything into oblivion so now you make up things to tax.

So difficult to make a decent living in politics now, all the loose change has been pilfered for generations to come. You cant skim cash flow without flow.

Snow pack was 200% of normal this year in the sierras, the farms dont have water because of legislation, not lack of water, but nobody cares because gibs me dats and migrants vote for free stuff not honest people or issues.
