Nope. Jeffrey Toobin, no conservative, says it WILL be on the census, as does my court guru, Zen Master (ZM has never been wrong).
BTW, ZM says by far the more important of the cases, the gerrymandering, was decided in our favor.

I personally don’t care about the illegal Irish adoption or if he’s being blackmailed because he’s gay ... I’d expose the illegal adoption just to have him exposed and remove him for bad behavior/being a criminal ... even if he can’t be arrested by Ireland or anyone else.

By design the US Constitution originally apportioned congressional representation by population.
But Amendment XIV changed apportionment from population (with slaves being discounted by 40%) to resident citizens of each state:
“Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside...
“Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.”
If the authors of Amendment XIV wanted to retain the original population basis, but end the discounting of blacks, they could have had Section 2 as Section 1 and Section 1 as Section 2.
Because we did not understand the rules, and came up with something that was recognized as BS.
This ruling makes it clear that if the reason is just "administration policy" the lower courts can not reverse it.
Let me get this correct.
1. Illegal aliens are allowed in the US and can vote
2. Representation is based on census
3. If I do not complete the census and my voting district will not change, why should I complete the US Constitutionally mandated census?

Perhaps Trump should start a Deferred Action Program for Tax Delinquents.
I would imagine his successor would have to continue a Presidential deferment program.

It’s been on there before, and it’s still asked in the Community Survey (the intrusive long form).
That is if the lower courts do not slow walk it, which of course is a rather long slow walk as it starts on Jan.31st, 2020 in Alaska. But I wouldn’t put it past them. Depends how quickly the Supreme Court will address it after the lower courts will of course rule against it.
If the census is used to calculate representation in the House, and a state says X millions are here, then they have a strong reason for letting non citizens vote and live there.
I forget the number they say are extra CA House members due to millions of illegals in the state. Other states are less powerful in relation to CA for that reason.

Apportionment is not based on citizenship unless a state restricts males from voting. The census counts population “whole number of persons” which is used for apportionment.
