Former Rep. Beto O'Rourke called for the establishment of farm-to-table restaurants in every community to combat poor nutrition.
Farm-to-table restaurants are part of a socially-conscious movement favored by wealthy urbanites that often feature small, elaborately designed fare from local farms and are typically very expensive.
The Democratic presidential candidate made the gaffe at a Friday event hosted at a brewery by the Nevada State Democratic Party in Henderson, a Las Vegas suburb.

Since the states have never expressly constitutionally delegated to the feds the specific power to establish and experiment with farm-to-table restaurants, ORourke needs to stay in Texas to experiment with his idea using 10th Amendment-protected state powers.

Note that the constitutional limit on states as laboratories of democracy is that states cannot establish privileged / protected classes or abridge constitutionally enumerated rights, and must maintain a constitutionally guaranteed republican form of government.
