According to the proposed legislation, H.B. 604, men in Georgia who are over the age of fifty-five would be required to notify the police whenever they ejaculate. Specifically, the bill would require them to “immediately report to the county sheriff or local law enforcement agency” whenever one of them “releases sperm from his testicles.”

There are laws against attempted rape and attempted murder and attempted theft and attempted break-ins, etc.
So, why not a similar law against attempted "sperm release", aka: masturbation without ejaculation?
And, if such laws were to be actually implemented, the perpetrators would be required to show proof of the actual act and of the attempted act. Pictures!!! To be reviewed by the lawmakers and viewed by the writers of the legislation. And, no cherry-picking of the perpetrators; all,ugly and good looking, and old and young, would have to be viewed. And then, judgements would have to be issued, by all that view the pictures of the acts.

I would MOVE there just to be able to call to report every 10 or 15 minutes. And include EXTREME details (plenty of material on the interwebz to help).

Once releases have to be reported, it won’t be long before each release is taxed.
Sperm release is very dangerous to the feminio nazis, who can’t do it , nor can they genuinely understand its place in the natural order of things.
