Not necessarily. Here's a map of the results of the 2016 elections:
The Redder and more pinkish the region, the more Trump got the votes. The more bluish and Darker bluish the region the more Hillary got the votes.
As you can see, New York City (what the proposal calls the EMPIRE REGION ) OVERCAME the rest of the state by the sheer size of its population.

Nassau and Westchester are too dependent on NYC to be separated. Suffolk might work, especially if its towns became counties. It is not the bedroom community Nassau is. One upstate entity is doomed. Schenectady, Rochester and Johnson City are very different. Though it would be interesting if the Southern Tier could allow fracking.

When I look at that map, it appears the New York City and Montauk portions are New York State’s butt.
Maybe I see it that way because I live in Central New York and have developed a contemptous attitude toward liberal downstate.

Downstate IL and interior CA are heavily GOP.
Democrats arent going to agree to that and an upstate NY proposal for one reason.
It would dilute their power. Such splits will happen when pigs can fly.
