Well,to cite a work of fiction:
There was an episode of MASH in which a patient confessed to Father Mulcahey a particular serious sin (can't recall the exact sin).Father Mulcahey said something like "well,restitution is certainly in order here" and the patient said something like "no,I can't do that Father".His response was "well,I certainly cannot grant you absolution given what you've just said".
IMO this isn't an effort to bring about justice.You know as well as I do that if this passes the next law will require priests to turn in those who confess to tax fraud,violations of gun laws and belief that homosexuality is abnormal as well as sinful.
This is an attack on the Catholic Church and has nothing to do with "justice".
And we all know that there's no way that a Rat politician would ever want a lawyer to be required to make such a report...and priests,as imperfect as some of them are (almost as imperfect as me) are far better men than the typical lawyer. Well,most priests at least.

Priests confess, too, to superiors.
But in the Catholic system this is considered to be a religious act — the confessor wants to quit sinning, and ideally it will be caught at the point of lustful thoughts before any molestation.
I could use the Apples and Oranges defense here too. Christianity is a set of beliefs. The Catholic Church just one among many institutions which espouses those beliefs. Christianity and the Catholic Church are not synonymous.

Maybe we should just install telescreens everywhere so Big Brother can benevolently watch over everything we do, say, or think.
A priest can't confess to himself, and a penitent is free to select any priest they wish to confess to, so I'm not sure what your point is.
Quibble: Priests aren't supposed to confess to superiors unless no other option is available. It's a conflict-of-interest thing. They are supposed to seek out a peer or subordinate instead.

Aiding and abetting is a crime.
Also, it is a violation of the 1st amendment to give any exceptions to the law based on religious principals.
In doing so the state is establishing a religion.
