I believe five companies were already awarded contracts and built their first sample prototypes. They have a unit cost price and each, one or all can be awarded different sections without any real delay.
They would mobilize in various sites in about ten to thirty days and initial preparatory work could then begin. Utility prep, site prep, grading, soils borings and the like can be underway at once.
The Army Corps of Engineers is already working on sections of the border wall.
I still think they should conscript illegals for the labor.
Give them 3 squares and a cot. 8 hours a day 6 days a week. On Sunday give them a choice of attending a serve conducted by a Baptist Minister or Catholic Priest. Pay them $800 a month. When the wall is finished give them a bus or plane ticket back to their village.
Any little kids that are detained with “Parents”should be adopted out.
A LOT of wall could still be done ahead of schedule and under the first estimates of the budget. This is Donald Trump running the project, you know.
And since they are getting paid anyway let them have the entire job. No labor costs means you can build more wall! And with each service having construction personnel spread multiple crews out and make a competition out of it. Plus having the military do the job lends credence to his contention that this is also a national security issue.

When President Trump mocks the press and give a humorous headline that will describe his actions, it is not far from being totally accurate.
The same globalist scum that pay to keep the anti-Trump craze going will be lobbying their pet Congress Critters to get them a piece of the pie.
The time for talk is over, - build and staff the Wall!
He would more likely be able do that with a number of smaller contractors. Hopefully, the contractors would largely be from the border states; not sure there is a way to structure federal contracts to be awarded on a state basis to contractors of that state. (But there is always a work-around.)
He can go right to a favored source to build a fence.
Take note of US Steel announcing the reopening of an oven in Alabama, and a rolling mill in Texas, just days ago.

The cheapest would be to have the
