Trump would consider short-term funding bill only with 'down payment' on wall: White House

President Trump will only accept a stopgap spending bill to reopen the government if it contains a “down payment” for his long-desired border wall, the White House said Thursday, shortly after the Senate rejected two separate funding bills.

“The president would consider a CR only if it includes a down payment on the wall,” White House press secretary Sarah Huckabee Sanders said in a statement to The Hill.

The first two contract awards for completely new border barrier have been awarded (with FY18 funds), and construction is scheduled to begin next month.

Referred to as RGV-02 and RGV-03, they are in the Rio Grande Valley of South Texas. One is for a total of eight miles, and the other a total of six miles. They will extend out from Western (Mission) and Eastern (Donna, Weslaco) edges of McAllen, TX. Presumably, RGV-01 will be the gap directly South of McAllen, likely to be awarded soon.

These new segments will be massive concrete upgrades to the existing flood levees (FEMA Hurricane Certified), topped with 18 foot bollards, with patrol roads, lights, cameras, sensors, and 150 ft South of the barrier cleared of vegetation.

I think President Trump needs to get with bankers who will make temporary loans o those who are working and when they get paid back the money can repay the loans. That doesn’t help the furloughed workers, but it will help those who are working.

“BREAKING: CNN reports that the Trump administration is preparing a draft proclamation to declare a national emergency on the southern border that identifies $7+ billion for the border wall.”

$5.7 billion was slated to build 234 miles of the most expensive, difficult and important miles of the border - essentially the rest of the Rio Grande Valley, 55 miles around Laredo, and about 75 more miles across the urban areas along the border.

The massive flood levee walls in the Rio Grande Valley with all the bells and whistles (which would be largely completed with that funding) run as much as $24 million per mile. Out in the flat desert, 18 foot bollards with just patrol road and a few cameras/sensors, can be as little as $4 million per mile. The urban bollards with with a lot of extras might run around $10 million.

So the extra $1.3 - $1.8 billion beyond that $5.7 which has already been detailed, would likely build another 150 miles (possibly as much as 300-400).

So the 120 already built or contracted, plus the 234, plus the 150 would be around (conservatively) 400 miles (up to as much as 500-600) of high end effective barrier where it is most needed.

It would be a significant piece of work indeed, that will make a big impact (but not achieve full operational control of the whole border, which is the 5 year, $25 billion program).

RGV-03 will be the green line to West (labelled Butterfly Center), and RGV-02 will be the five green segments East of the Santa Ana Reserve. They will fill the gaps to make much longer continuous barrier. This is currently the area with the highest rate of illegal crossings, of the entire border.

That’s what I thought the 5 billion was, a down payment. Isn’t the whole wall supposed to cost 25 billion.

The House passed a bill with funding prior to Christmas. The Senate didn’t act, they claim they needed 60 votes.

All the Senate had to do was pass something that said border security, hand it back to the House, the House could then pass the bill with one dollar less than the 5 billion. Then the Senate through budget reconciliation could settle for 4 billion minus two dollars (Nancy’s).
