I think you are right. He will declare an emergency, use the military to build a wall for the safety and security of the country, and then congress can pass the budget and stop the shutdown because the wall is off the table.

I think the President has the power to demand a block of time to address the nation and they have to give it to him.

That was probably true at some point but it's not any more. With Bush 43, networks often decided not to carry the address and it was only carried live on, say, PBS and C-SPAN. The FCC probably changed the rules due to the proliferation of cable news and other carriers of information.

This is a trick by Trump to open the government.

Opens government.

Says he opened government (a win) and pushed forward with the wall (a win).

The wall will be tied up in courts for years. It won’t happen.

Trump wins though because he will have opened the government and he can tell everyone he did his best.

He knows it isn’t happening. At this point, he is trying to find a way to save face and open the gov.
