Yes. But the problem is that each chamber can decide on (most of) their own rules.

Since the very beginning, the Senate has fancied themselves "the greatest deliberative body in the world". So they allowed unlimited debate, thinking it would only be used for good, by giving everyone a chance to speak their mind, *completely* if need be, rather than anyone being cut off in mid-thought by an autocrat banging a gavel up at the front, telling them to shut up.

It wasn't until mid-19th century that some Senators discovered that this "sufficient debate-time must be guaranteed" rule could be abused as a loophole to prevent debate from ever stopping on some bill, preventing the bill from ever being brought to a vote.

Someone here proposed that President Trump should let K Street know that any outfit who hires Flake as a lobbyist will be persona non grata with the Trump administration. Starve the bastard, or at least force him to a less lucrative after-Washington career.

The right of a state to secede at any time is the only thing that makes the United States of America a voluntary union. If it’s not a voluntary union, then we are not a truly self-governing Republic.

When the states ratified the constitution, having just spilled blood to unshackle themselves from England, and with the powerful words of the Declaration of Independence still ringing in everyone’s ears - surely every state’s ratification was conditional upon the right to secede at will. Would any have agreed to join a union they could not quit? Of course not.

Yet, all attempts at secession since the founding have been crushed - so do states have s right to secede, or not? I’d like to find out.
