But it should also capture public benefit by instituting a technology dividend for residentsmodeled after the Alaska Permanent Fund which could be funded through a variety of mechanisms, such as capturing a share of the revenue from patents linked to public funding or instituting a levy on initial public offerings when start-ups go public.
A 12 step plan for turning California into Venezuela.

California without the ocean and the weather has next to nothing to offer.
To: artichokegrower
LOL. The Alaska Permanent Fund works because it is built on natural assets that Alaska has inside its borders. Apply that same model to an industry that is more easily transferred across borders than any other, and you’ll be lucky to collect one dollar in revenue.

The commies are at it again.
It’s a concept so deeply ingrained they offer it casually and without fanfare. Like it’s NORMAL.
Next thing you know they’ll be saying everyone has a right to artichokes, that bounty must be shared.

California is working hard to make it difficult to transfer wealth out of state - ditto for NY.

Because weather. Folks used to like to live there.
The big one will take care of things.

California leads in all three.
No slouch in mining and oil, either.

Notice how the lefties, socialists and commies always have to tweak their economic plans, whereas Trump instituted the tried and true methods of cutting taxes and eliminating regulations, and the economy took off.

California is working hard to make it difficult to transfer wealth out of state - ditto for NY. Most can name that tune in one note.

It can be a model for the other 49 states and is already for quite a few. Whatever California implements, just do the opposite.

Montana has a trust fund of $1,000,000,000 from coal tax...it can’t be spent without a 75% vote by both the house and senate.
And they only meet for 90 days every two years.

In reality there are two steps to the plan. 1) Raise taxes 2) Waste tax dollars on boondoggles and corruption.

It’s #1 in poverty rate (some like to think it’s Mississippi, it’s not), and number of illegal immigrants. To be fair it’s #15 in crime rate.
