WASHINGTON -- The U.S. Senate has adopted a resolution recognizing that Soviet dictator Josef Stalin committed genocide against the Ukrainian people in the early 1930s, when millions died in a horrific famine known as the Holodomor.
The office of Republican Senator Rob Portman, who sponsored the bill, did not immediately get back to RFE/RL for comment. Asked for comment, the State Department referred to a 2017 statement that described the Holodomor as "one of the most atrocious acts of the 20th century.
The "simple resolution" passed on October 3 commemorates the 85th anniversary of the famine of 1932-33.
The Senate "recognizes the findings of the Commission on the Ukraine Famine as submitted to Congress on April 22, 1988, including that...'Stalin and those around him committed genocide against the Ukrainians in 19321933,'" it said.
Millions of people died in the famine, which many Ukrainians consider to have been caused by Soviet central planners as an act of genocide, aimed at wiping out Ukrainian farmers.
The Ukrainian Embassy in Washington described the resolution as the "first-ever legal act" of Congress recognizing the tragedy as a genocide, a highly charged term that is likely to anger Moscow.
Russian historians, and others, have stopped short of saying the famine was engineered to kill Ukrainians, noting that many other ethnic groups also suffered.

No one even hears about this guy and he was an accomplice to genocide. The New York Slimes will not even revoke his Pulitzer Prize.
KGB defector Vasily Mitrokhin’s biographer noted that the inevitable question of Khrushchev’s involvement in those very same Stalinist crimes he denounced was a major step towards his tacit dissidence.
An interesting implication from the book “The Forsaken” is that the NKVD had honeytrapped Duranty, and was blackmailing him to provide nothing but positive coverage of the USSR.
In other news, water is wet.
Any Democrats vote for it?
I got the impression from Robert Conquest, of blessed memory. that it was pillow talk, but you may be correct.
"As many as 7 million Ukrainians were starved in Soviet Socialist dictator Joseph Stalin's artificial, forced famine in Ukraine in 1932 and 1933. This is approximately the total population of Manitoba, Newfoundland, British Columbia, New Brunswick, Saskatchewan, Nova Scotia, and Prince Edward Island." (Inky Mark, M. P. Dauphin Swan River House of Commons 2 June 1998, Famine-Genocide in Ukraine 1932-1933)
"Moscow employed the famine as a political weapon against the Ukrainians in the years 1932-1933. The famine was in its entirety artificially induced and organized." (ibid, F. M. Pigido -an economist who lived and worked in Ukraine during the Famine of 1932-1933, Investigation of Communist Takeover and Occupation of the Non-Russian Nations of the U.S.S.R p. 35)
"... On one side, millions of starving peasants, their bodies often swollen from lack of food; on the other, soldiers, members of the GPU carrying out the instructions of the dictatorship of the proletariat. They had gone over the country like a swarm of locusts and taken away everything edible; they had shot or exiled thousands of peasants, sometimes whole villages; they had reduced some of the most fertile land in the world to a melancholy desert." (ibid, Malcolm Muggeridge, British foreign correspondent, "War on the Peasants," Fortnightly Review, 1 May, 1933)
Make no mistake---this or something like it is what American Leftists will do to sane, right-thinking Americans when and if complete power is given them by their passion fueled mobs.
“Comrades, there will be consequences.”
Like being sent to one of those pleasant and fun Siberian education camps?
Genocide and Communism goes hand in hand...Not only Stalin, but PolPot and the Kim family in North Korea...
I’m still waiting for the NY TIMES to own up and return the Pulitzer Prize won by their fake news correspondent, Walter Duranty for covering up Stalin’s atrocities not only in Ukraine, but elsewhere.
That’s a very good book. Remember the Walter Durante quote from this time was something like “ you cannot make an omelette without breaking a few eggs”. Despicable.
Ya wanna know somethin’? Putin will do anything to bring in `filthy capitalist dollars’ & I wouldn’t put it past him to reopen the Gulag on a cash basis to warehouse dissidents from any regime in the world willing to shell out.
Of course, Hillary won’t be utilizing his services.
The US government, as always, only a few decades behind what everyone else on Planet Earth recognized long ago.
I worked with a guy whose grandparents came over from Lithuania. The guy (third generation) had a very “old country” first name, and was very involved in Lithuanian dance, culture, etc.
He explained that it is because the Lithuanians thought they were going to be wiped out by the Soviets. No history, no remnant, no memory of Lithuania. They vowed to never let that happen again.
