AI reservationists have all the power they wanted. Most are socialist dictatorships, where land is communal and no one AI owns land or even their own home. There is a controlling family and AIs can be voted in and out of a reservation tribe at will without compensation. This has been the basis of a few unsuccessful lawsuits in Calif where casino Indians vote out members to consolidate the wealth into a few families. For others, it is by their own choice they did not invite factories or industry onto the reservations. OTOH, there are other AIs who have shunned reservation mentality and chosen to participate with the western world outside of the reservation; they have done very, very well. They own homes and businesses and can afford to send their children to excellent schools. To claim that AIs have ‘no power’ in ‘the west’ is nonsensical because that is exactly how they insist on living - independent of ‘the west’, subsidies excepted.

No she did not forget Native Americans. She didn’t mention them because they are less valuable political pawns. Low man on the totem pole so to speak.
