You are watching a game of chess. President Trump and his Administration are 12 moves ahead of the cabal. I will explain, but first lets review some recent DoJ history:
Jeff Sessions: On November 18, 2016, President Trump nominated Jeff Sessions to become the 84th Attorney General of the United States. Mr. Sessions was confirmed by a very close 52-47 vote on February 8, 2017, and then sworn into office on February 9, 2017. On March 2, 2017, Mr. Sessions recused himself from Russia investigations. This was done by design - but that's another story. Rod Rosenstein: On February 1, 2017, President Trump nominated Rod Rosenstein to serve as the Deputy Attorney General. Mr. Rosenstein was confirmed by the Senate on April 25, 2017, in a a very favorable 94-6 vote. Noel Francisco: President Trump appointed Noel Francisco to the position of Solicitor General one year ago. Mr. Francisco was confirmed by the Senate in a very close vote (49-47) on September 19, 2017. Mr. Francisco was also sworn into office on September 19, 2017. Remember this date.
Who is Rachel Brand?
Rachel Brand served as Assistant Attorney General from May 22, 2017 to February 20, 2018 - a period of only nine months. The AAG is the third highest position in the DoJ. The MSM reported that Mrs. Brand resigned to accept a position at Walmart. There's more this story, but I'll leave it at this for now.
The 210 Day Clock
Succession within the DoJ is somewhat complicated, but I will break it down for you. Succession is determined by the Vacancies Reform Act of 1998 and DoJ Order 3777-2016 - the latter is a memo titled "Designating Certain Officials to Perform the Functions and Duties of the Attorney General" that was, ironically, penned by Loretta Lynch in 2016.
The Vacancies Reform Act of 1998 references Title 5 of US Code 3345 which says:
(a) If an officer of an Executive agency (including the Executive Office of the President, and other than the Government Accountability Office) whose appointment to office is required to be made by the President, by and with the advice and consent of the Senate, dies, resigns, or is otherwise unable to perform the functions and duties of the office
(1) the first assistant to the office of such officer shall perform the functions and duties of the office temporarily in an acting capacity subject to the time limitations of section 3346;
Enter Jesse Panuccio
Thus, when Rachel Brand resigned her position as AAG on February 20, 2017, Jesse Panuccio, her deputy, became the temporary AAG. The amount of time that Mr. Panuccio can serve as temporary AAG is defined in section 3346 which states:
(a) Except in the case of a vacancy caused by sickness, the person serving as an acting officer as described under section 3345 may serve in the office
(1) for no longer than 210 days beginning on the date the vacancy occurs; or
Therefore, Jesse Panuccio can only serve as temporary AAG for 210 days. When does the 210 day clock expire? On September 18, 2018. So unless President Trump appoints someone else to become the next AAG over the next few hours, the DoJ's rules for succession will automatically determine who moves into the number 3 position in the DoJ. Who is this?
I am of the mind that President Trump does not intend to appoint anyone to take Rachel Brand's position. I believe President Trump already made his decision on September 19, 2017. Further, I believe he intends for this person to take over the number 2 position at the DoJ. Before I explain how and why, let's determine who will replace Jesse Pannucio.
The excerpt above is taken from Loretta Lynch's 2016 memo that defines succession within the DoJ - not only for the AG, but also for the DAG and the AAG. We see here that the Solicitor General is the next person in the line for succession. As mentioned previously, the current Solicitor General is Noel Francisco who was appointed by President Trump, confirmed by the Senate and then sworn into office on September 19, 2017.
Did you catch it? This means Mr. Francisco will succeed Jesse Panuccio (temporary AAG) - and it's very likely that he will be sworn into that office on September 19, 2018 exactly one year later - to the day - that he was sworn in as Solicitor General. Further, this succession will happen automatically entirely removing President Trump from the process for the sake of optics. Remember, half of the country doesn't approve of anything President Trump does. Do you see the amazing chess moves taking place here? Do you see the amazing timing? President Trump is 12 months ahead of everyone - to the day.
Further, I submit that these amazing chess moves won't end with Noel Francisco ascending to the #3 position of AAG on September 19. I also believe that Brett Kavanaugh will be confirmed to the Supreme Court. Mr. Kavanaugh's committe vote will very likely overshadow Mr. Francisco's automatic ascendency to the #3 position of AAG in the media - it seems like this is being intentionally kept quiet. The gloves are about to come off. The President is ready to declassify the FISA warrants. This is putting enormous pressure on Mr. Rosenstein because we now know that his signature is on the fourth warrant. Mr. Rosenstein is being forced to do one of two things - (1) resign or (2) comply with House Republicans and declassify the redacted portions of the FISA documents being requested. Once this happens, and it will, Mr. Rosenstein is done - and I believe he will ultimately resign.
If Rod Rosenstein resigns, Noel Francisco will become the next Deputy Attorney General - and I believe this is precisely what President Trump has had planned since nominating Mr. Francisco one year ago. Robert Mueller's new boss will be Noel Francisco. The deep state is about to be dealt a series of massive blows that will "bring down the house". This is the amazing game of chess being played by President Trump and those Patriots who surround him.
I don't buy into a lot of the "Q" nonsense and a don't accept conspiracy theories at face value, but there is no doubt in my mind that the bizarre NYT-Rosenstein charade of last Friday is directly tied to the Kavanaugh confirmation process somehow.
Good grief, not more of this moronic chess crap.
Well laid out.
I was ridiculed for saying that Sessions recusal was part of Trump’s plan. I stand exonerated!
Not a chance. Try again!
You're not.
Wouldn't need to wait for Francisco if Sessions didn't recuse himself.
Yep, this was all explained by Q months ago. For a LARP /sarc, Q’s been right a lot.
Q said trust Sessions.
Q was wrong.
Thanks 11th_VA.
“Mr. Sessions recused himself from Russia investigations. This was done by design - but that’s another story.”
Ah, this is one of those parody articles. I get it.
Q never said; “trust FreeReign”
Q was right
Same empty logic
Yes bit of a predictive parody. But like most there is a bit of truth behind it.
He is the current Solicitor General of the United States in the Donald Trump administration. For those into Identity politics, he is the first Asian American confirmed by the United States Senate to hold the position. (Born in Syracuse NY to Filipino legal immigrant parents.)
He served as a law clerk for Judge J. Michael Luttig of the United States Court of Appeals for the Fourth Circuit, and then for Associate Justice Antonin Scalia of the Supreme Court of the United States during the 1997 term
He joined the Washington, D.C. office of the law firm Jones Day, eventually becoming the chair of the firm's Government Regulation Practice. While at Jones Day, he appeared several times before the Supreme Court, including:
McDonnell v. United States, which involved the meaning of "official act" under federal bribery statutes;
Zubik v. Burwell, which involved the application of the Religious Freedom Restoration Act to regulations related to insurance coverage for contraception;
NLRB v. Noel Canning, which involved the Constitution's recess appointment power
Also worked with Ted Cruz on Medellin v Texas (even if an international treaty may constitute an international commitment, it is not binding domestic law)
“There is a psychological term for the state in which one attributes certain patterns of events to mean that something desired to happen is actually happening- even when nothing of the sort is the case.”
Yeah. It’s called, “Believing Is Seeing!”
All the big polls in the last 3 months have been within 3 points of a 45-41 split, with no trends in either direction. That's within the margin of error, and the usual Dem oversampling puts it as a dead heat still. Gravis poll from FEB was also Gillum +3. Nothing has changed... and with 10-15% undecided, there's just no telling anything.
Btw, “Q” missed the next move, which is Trump fires Sessions after the midterms. Since Noel Francisco has already been confirmed by the Senate, Trump can appoint him as new AG.
But that shoots the whole “Trust Sessions!” idiocy in the a$$, eh?
You heard it here first.
(Q predicted I’d post this).
