Russian officials said Syria's outdated S-200 systems weren't sophisticated enough to identify the Russian plane as a friendly one.
Monday's statement from Russian Defense Minister Sergei Shoigu said Russia will send the newer S-300 missile defense systems to Syria within the next two weeks.
Earlier in the war, Russia suspended a supply of S-300, which Israel feared Syria could use against it.
Shoigu said Russia is now going to go ahead with the shipment because "the situation has changed, and it's not our fault." The supply of S-300s to Syria will "calm down some hotheads" whose actions "pose a threat to our troops," he said.
Russian Deputy Foreign Minister Mikhail Bogdanov told Russian news agencies that supplying S-300 to Syria is Russia's "own right" and expressed confidence that this would not hurt Russia's ties with Israel.
The Kremlin said Russia's decision was not targeted against anyone and only serves to protect Russian troops in Syria. Spokesman Dmitry Peskov told reporters that recent findings by the Russian military showed an Israeli jet "deliberately" pushed the Russian Il-20 into the line of fire, enabling its downing.
Russia's stepped-up role in Syria enabled Assad's forces, which had been losing ground to the armed opposition, to gain the upper hand in the war and reclaim wide swaths of territory held by the rebels.
In recent months, the government recaptured many areas that were controlled by the opposition. And last week, Russia reached a deal with Turkey that averted a Russian-backed offensive against the northwestern province of Idlib, one of the last areas out of government control.
Idlib, controlled by a mix of radical groups and Turkey-backed armed opposition, overlooks the Syrian coast where Russia military and air bases are located, and have reportedly come under rebel fire.

President Trump called Russia a destabilizing influence in Europe and the Middle East, and urged it to join the community of responsible nations, in his strongest remarks yet against the regime of Vladimir Putin, whom he is scheduled to meet Friday in Hamburg for the first time.
His remarks in Warsaws Krasinski Square, which marks the 1944 Warsaw uprising against the Nazis, came after the U.S. agreed to sell Patriot missiles to Poland. The president also used the opportunity to reiterate the NATO commitment to mutual defense, a declaration he did not make during the NATO summit in May, prompting consternation among U.S. allies wary of Russias ambitions.

When Donald Trump and I observe that, as Ive said, in Syria, in Iran, in Ukraine, that the small and bullying leader of Russia has been stronger on the world stage than this administration, thats stating painful facts. Thats not an endorsement of Vladimir Putin thats an indictment of the weak and feckless leadership of Hillary Clinton and Barack Obama.

Russia agreed to provide military training for three leftist regimes in Latin America and increase military visits and exercises following a visit last week to the region by Moscow's Defense Minister Sergei Shoygu, Pentagon officials said.
Shoygu met with defense and military leaders in Cuba, Venezuela, and Nicaragua and signed several agreements on warship visits and military training during the visit, which ran from Feb. 11 to 14. It is not clear whether any new arms deals were completed during the visit.
Defense officials said the Russian leader is seeking bases in the region for strategic bomber flights that Shoygu recently promised would include flights over the Gulf of Mexico and Caribbean.

The US said on Monday it would table a new UN resolution on tougher sanctions in the wake of the latest test of a nuclear bomb by the North on Sunday.
Mr Putin also said that the ramping up of military hysteria could lead to global catastrophe.
He said diplomacy was the only answer.
China, the Norths main ally, has also called for a return to negotiations. ...

The new missile system will slow the Israelis down for maybe a couple of minutes.
A bunch of crazed camel jocks operating it couldn't have helped.
Great. Even more accuracy when shooting down Russian aircraft.
The SA-300 is a better system than the SA-15 that the Iranians used to shoot down Santa Clause years ago.
