A proposal to tax all working adults aged under 40 with the money going to a reproduction fund to reward families who have more than one child has caused uproar in China.
The idea was the most controversial among a series of measures floated by two academics from prestigious Nanjing University in an article published by Communist Party mouthpiece Xinhua Daily on Tuesday.
It comes amid a nationwide campaign to encourage people to have more children a drastic turnaround after a one-child policy that lasted nearly four decades and only ended three years ago as Beijing worries about a rapidly ageing society, shrinking workforce and falling birth rate creating a demographic time bomb.
But the proposal was roundly criticised, with some saying it was reminiscent of the way the Chinese government controlled its population for so many years. Under the policy introduced in 1979, people were fined for having more than one child and women were forced to have abortions or sterilisation procedures. Critics said both the old policy and the latest proposal violated basic human rights.
Couples can now have two children but the birth rate is falling despite the new policy. The academics, Liu Zhibiao and Zhang Ye, predicted the rate would drop significantly in the coming years, citing official data.
In the first six months, the number of births in mainland China fell by 15 to 20 per cent in many provinces from a year ago, according to local government data. Last year, some 17.58 million babies were born down by 630,000 from 2016, according to the National Bureau of Statistics.

Anyone with a bit of forethought could see the problems that the one child per family policy would bring.
I don't believe it will work. China, like most of the developed world, is now urbanized. As John B. Calhoun established with his research, the population density creates the demographic crash by changing the behavior of the population. Few will want to raise large families in the small living spaces recently built in Chinese cities.
Let me see if I am thinking clearly about this. First, they had (still unofficially pushing) the One-Child policy which was long-term suicide. Now, they want to tax everyone under 40 and give those tax monies to couples having more than one child? Have they not learned about the economics of Taxation? Sounds like the One-Child policy just using a form of Taxation! Mind you, I’ve thought the One-Child policy was suicidal, for a very long time. I just cannot fathom the average person saying it was okay to tax them for others to have children. Like what welfare is doing to the USA. Did a few economically deranged Liberals manage to make their way into the Chinese government???
So the ‘brilliant’ communists think that taxing the very people that they want to take on the financial burden of supporting children will work.
Communism is an idea so stupid that only an intellectual could believe in it.

The fatal flaw of Communist Red China, that its economy is built on a tyranny and a shrinking population. One consequence of the one child policy is the oversupply of males, owing to pre-natal abortion and post-natal murder of millions of female babies.

China is growing quite rapidly.
They run the largest bilateral trade surplus with America, THIS YEAR that any country has (ever) run with any other country.

And they have been further increasing their bilateral trade surplus, with America. Every. Single. Month. This year
It is getting even worse

They need soldier, lots of soldiers. They’re planning something big.
not to mention all the abortions to have that all important male offspring to take care of the parents in their old age
Ponder this: Only one child allowed, and continue this thought process over several generations. Each child will end up having no siblings, no cousins, no aunts or uncles. However, each child may have two parents to care for in old age, with no assistance unless that child marries. Too many males, not enough females to marry. How nurturing is that male to care for elders? China does indeed have a big problem of its own making. Each family has a very slim family tree to draw from for support.
Like China needs more people.
Jeez, cant they make up their minds.
And a huge population of men who have no women would never lead to problems. At least they have jobs...oh wait...maybe not.

The one-child policy was so successful China now has 100,000,000 more men than women.

Now they want to do more social engineering to fix the mess their first social engineering extravaganza created.
