He voted to confirm Obama's CIA director, John Brennan, even though Brennan held a higher position in the CIA at the time of the waterboarding. McCain knew that Brennan's CIA position had much more input on that decision (than Haspel's) and Brennan admitted - at his confirmation hearing before McCain - that he said and did nothing to oppose waterboarding;

If so, that’s a shame, I really wanted to like that guy. He’s gone now so it doesn’t matter but he did disappoint his closest friends.
