I'm thinking in Early September--Labor day or there abouts.

Labor Day is the worst day of the year to hold anything, unless it is a newly delivered baby.
Sometime in early October is good since the weather is usually mild and people have some time on their hands between Labor Day, Veterans Day and Thanksgiving.

It was Rick Santelli on CNBC who threw out the specific idea of another “Tea Party”. I remember hearing him. Once that was out there, it snowballed in a week’s time.
I helped organize a very large tax day Tea Party rally in CA. It was amazing.

THAT is key. Getting a crowd requires publicity. Breaking the household budget to fly 4-5 hours RT to line up with a dozen or less would be hard to justify, for some.

We need maybe a professional or an experienced organizer that gets a permit for us and tells us who, what, where, when, and how to show up, in a manageable and organized manner.

The posters alone would be worth coming to see. And billboards along highways feeding into DC (if we still have billboards) or make our own.
Swamp Rats - Holder, Lynch, Mueller, Rosenstein, Hillary Clinton, Susan Rice, John Kerry, Clapper (A Big assed bell would be his picture), Brennan (pick an image), and Comey (A big rat with weaselly whiskers.) etc.
We would have a “Pied Pipers of DC Brigade” to help drive the rats out. Bring your flutes and drums.
Also, we could have a “DOJ Brigade” - “Drive Out the Jerks” brigade.
FBI - “Federal Bullshit Investigators”
Featuring the “Dossier Dancers”, with music by the “Fife and Drum Them Out” band.
A new “CCC” operation - “Cleanout Congress’ Corruption” Brigade. Joined by the “X-Lax Movement” brigade - dedicated to cleaning the crap out of Congress.
The “Terminator Brigade” for “Term Limits for Rats”. Our slogan would be “We ARE back”.
The “Hillary Clinton Hard-Drive Bleaching and Smashing Brigade” with people do just that.
and the “Remember the Benghazi Betrayal” Brigade, just to rub it in. Photos of the burning building and drawings of the bodies of our diplomats.
The list of possible exhibits and posters is unlimited.

I thought for sure it was Rush's comments today re the "movement conservatives'" belief that they're part of "debating society" only. Reminds me of Phil Ochs's "Love Me I'm a Liberal:" "I'll send all the money you ask for, but don't ask me to come on along..."
This is what is referred to as concern trolling.
I see benefits to both dates. Before the parade, influence turnout for the mid-term. After the parade, built in crowd all ready to whip up.

The single most effective campaign was going to the town halls, filling them to the rafters, and letting our congresscritters know directly how ticked off we are.
A march on Washington? The left has done it so many times (sometimes with so few people) that it is hardly newsworthy anymore (least in the opinion of the drive by media.)
Now it might be worthy to do a march on the various state capitols. Those still seem to garner good press coverage.
More truthfully, the real marches need to take place at city hall. In the long run, their craving for tax dollars fuels much of the federal largess and most of the outright theft of taxpayer funds. Federal tax dollars for a park fountain? For re-paining a AA baseball stadium? The list is nearly endless and it all flows from the porkzilla in Washington.
If we can get our towns to stop holding up cardboard signs on the streetcorners of Washington DC, maybe we can get them working again, and more importantly, working for the people.
