OH, now it makes sense. Kim stopped the testing because he was worried about releasing fallout through that “chimney”. I head he is quite an environmentalist and would be deeply concerned about contamination escaping.
Also, North Korea is almost a flat plain with no other mountains they could shift over to.

Trump and his Administration are using this as an opportunity to convince the Norks that continued testing will cause more problems for them -- including with the U.S. -- that it is worth.

Depends on wind direction. Since it is close to Chinese border, shifting wind can easily carry radioactive materials into China. Traveling to S. Korea and Japan is a longer journey. More chance of them getting diluted.
