Trump’s war powers to be limited under new Senate resolution

U.S. troops could continue fighting the Taliban and al Qaeda and would be given explicit new permission to battle the Islamic State — but would not be authorized to attack the capabilities of any nation state, such as Syria — under updated rules of war proposed by a bipartisan group of senators Monday.

Led by Sen. Bob Corker, chairman of the Foreign Relations Committee, the new Authorization for the Use of Military Force would replace 2001 and 2002 AUMFs that started the war on terror and paved the way for the 2003 invasion of Iraq.

The commander in chief — in this case President Trump — would be authorized to keep up the fight against a long list of international terrorist organizations that were either affiliated with or spun off of al Qaeda, including the Haqqani Network, al Shabaab and the Al Nusrah Front.

Assad is Not the problem.
He is Christian as are the majority of his supporters.
The US is being pressured into destabizing Syria in order to enable a Saudi - Qatar fuel pipeline into European, so as to challenge Russia’s GasProm EU monopoly.
We and NATO countries don’t give a F*ck about Syria’s innocents.
It’s strictly geopolitical business.

The Arameans are a well-integrated Christian minority in the Netherlands. Originally they came from Syria, Iraq, Lebanon and Southern Turkey. Dutch newspaper ‘De Telegraaf’ interviewed several of them and talked about the civil war in Syria.

Christian refugee Johnny Shabo says that the same group responsible for the civil war in the eighties is now responsible for more chaos. The Muslim brotherhood that attacked the regime of Assad’s father earlier, are now attacking Assad junior’s regime.

Shabo says that the leaders of ISIS and Al Qaeda who are fighting in Syria are part of the Muslim brotherhood. For Christian Arameans the Muslim rebels pose a bigger threat than Assad’s troops, Shabo says.

“It’s a fact that Christians in Syria were left alone by Assad as long as they didn’t interfere in politics”, he adds. “Every Christian from Syria will tell you that before the civil war, our country was a far better place for us than Turkey.”

A while ago the Aramean priest Zuhri Khazaal travelled from Syria to visit the Dutch community in the city of Enschede.

Zuhri blames the West, Turkey and Arabic countries for arming the jihadist rebels. “And now the Turks are lighting up the fire with their invasion. Everybody in Syria wants to be left alone and wants that Assad stays leader. Why? Because compared to other Arab dictators, Assad is a gift from heaven for Christians”.

Well, as I mention below, that is one of two views and you are entitled to it. If we fill our Congress with enough anti-Americans, as some of our ill-schooled voters seem to be trying to do, by the time a future Congress acts we will be surrounded by capable enemies.

Our US Constitution REQUIRES Congress deliberate and vote on initiating Acts of War..
Marchon, there are two views on whether a Pres has the authority to initiate military operations, and the USSC has never taken a position one way or the other. Recommend you see https://www.heritage.org/constitution/#!/articles/1/essays/49/declare-war re the second view.

Most importantly, Congress has spoken about the issue with its various AUMF’s; it just isn’t often that a R tries to tie the hands of an R president. As someone said on the radio the other day, “If you are an American, think like an American.

Why not? Look into the Pax Romana, and I mean really look into it. Way beyond what Wikipedia says. It was a great benefit to the entire ancient world, and a greater benefit to the Romans.

A modern Pax Americana would be a huge benefit to most of the world.

The only real problem is that the Romans were the last great civilization that really knew how to run a war. Instead of taxing themselves to send foreign aid to the losers, they collected tribute for very long periods of time.

I turned 18 in May of 1968, and got my draft card. I have been intensely interested in this question (originally about LBJ's war powers, now extended to all of them), since then. This question is tied in to the marvelous workings of the Constitution, the way all the actors are to one extent or another set at odds to protect the people from tyranny. Reserved powers to one branch are unusual. When powers are reserved, it's for a reason. In this case - going to war requires the People (the House) and the States (the Senate). Without both, failure is the result. Look at what the People and the States (through their Congress) did about Japan:

"Therefore be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the state of war between the United States and the Imperial Government of Japan which has thus been thrust upon the United States is hereby formally declared; and the President is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Imperial Government of Japan; and, to bring the conflict to a successful termination, all the resources of the country are hereby pledged by the Congress of the United States".

Now set that against the sorry record of failure and defeat in Korea, Vietnam, Iraq, and so on. What is missing?

Now, it's true that the existence of intercontinental delivery systems for nuclear weapons required a (very) expanded view of the "repel invasion" exception to the above...but the principle stands.

The principle you refer to, the wisdom of going into war with the efforts of a united country, without question most desirable, simply is not an essential element. However, I disagree only with your view that the power to declare war is “reserved” to one branch when the Constitution expresses no such thing.

It is clear from the record the Legislative branch has consistently agreed the Constitution does not require the Executive branch to have a formal declaration of war by both chambers in hand prior to initiating, let alone continuing, military operations.

Given that, IMO it will be a sad day for the U.S. with the realities of our present world if our politicians do indeed so tie a President’s hand.
