Trump orders top-to-bottom review of welfare programs

President Trump signed an executive order Tuesday for a government-wide review of welfare programs, with a goal of putting more people back to work, White House officials said.

The order directs all federal agencies involved in providing more than $700 billion in low-income assistance annually to study programs that are “failing Americans,” and to report back in 90 days with recommendations, said White House domestic policy council director Andrew Bremberg.

“Our country still struggles from nearly record-high welfare enrollments,” Mr. Bremberg said in a conference call with reporters. “President Trump endorses reforms that ensure those in need receive assistance, while eliminating the economic stagnation that has resulted from long-term government dependence.”

The executive order states that federal policy will be to reform welfare programs to empower people following “principles of economic mobility.” Those principles include:

He should just say that we are going to end welfare as we know it. Then stand back to avoid the splatter from exploding liberal heads.

I will be curious who they interview.
Ivy League PHD Thesis? Those who used to be on welfare and got off?
Those who previously worked and are now on welfare?
Those who are 2d and 3d generation welfare?
Social workers in the trenches?
Management of social work agencies who are all about empire building?
Data Warehouse people like me who crunch the numbers and can see the data from many perspectives?

Or
IBM Watson Truven Health?
DeLoitte-Touche?
Kaiser Health News?
UHC-Optum?
EPIc? Cerner?
Other IT healthcare firms?
Associations of all those professionals?

Based on the news today, Trump is turning out to be a great negotiator. There will be no trade war.

But who is more motivated? Immigrants (legal and illegal?)
Or native born Americans who have not yet shown any motivation?

He should allow states and cities to create economic development zones where the minimum wage is ZERO. These zones could have tax incentives thrown in and would easily replace welfare as a training ground, income source, and a first-step opportunity to leave poverty behind. It would turn leeches into contributors as well as help build self-pride in those who end up working. Why should government pay the bills when we can have private enterprise do most of the work?

The study needs to clarify two(or more) tracks:

Short range. What can be done now with results in 1 to 24 months?

Long range. Many of the problems orginated generations ago. Although some progress can be made in the short run, real progress will take at least a generation. For example, it not unusual for kids starting in Kindergarten to be given psycho drugs, especially boys who act like boys. Millions in one school. Hundreds of millions in a state ... all on the taxpayer’s Medicaid dollar. Even the kids not on Aderall are taught that drugs are the solution to any and all problems. The kids on drugs are zombies who never learn self-discipline, self-control. Then they become teens and adults and we wonder why they are like they are.

What if the billions nationwide were shifted from drugs to drill sergeants (ex Marines?) who teach kids self-control, self-discipline and when to turn it on and when to turn it off? One million shifted from drugs could mean 10 Drill Sergeants at $100,000 each.... or 20 at 50K each.

This is the kind of thing the committee should consider.

I like the idea of only giving out boxes of food instead of EBT cards, etc. Let them go to the local Food Banks on their assigned day & get FOOD....not a license to steal.

Using EBT cards at Casinos & strip joints is really rotten.

Amen!

Way past high time to control/eliminate food stamp abuse. Also 'free' cell phone abuse. I talk to folks frequently that readily admit their family has more than one cell phone.

We pay for that abuse. It's like the abusers are sticking their hand in our pocket. Must be controlled.

If a person on food stamps gets cash back, abuse is happening. The food stamps are not physical stamps. The food stamp amount is stored on an Electronic Benefits Transfer (EBT) card, like a debit card. When the user buys food the amount is debited from their card immediately.

I agree with you about only staple food being eligible, but who determines the definition of basic staple food?

Some abbreviations explanation:

EBT - Electronic Benefits Transfer card. A card like a debit card. It holds the users amount of benefits for food stamps, etc.

SNAP - Supplemental Nutrition Assistance Program, the fancy name for food stamps. The key word is supplemental, even though most beneficiaries treat food stamps as their main source of food.

TANF - Temporary Assistance for Needy Families. This used to be called AFDC, Aid For Dependent Children. In 1996, AFDC was superseded by TANF. Same idea, different name.
