The federal bill of rights used to apply only to actions of the federal government before the Civil War.
The 14th Amendment passed after the Civil War made the bill of rights applicable to the states as well, including the 2nd Amendment.
That’s the basis of Heller and why NY’s abridgment of the RKBA is unconstitutional.
