A bombshell four-page "FISA memo" alleging egregious surveillance abuse by the FBI, DOJ and Obama administration, specifically names FBI Deputy Director Andrew McCabe, former FBI Director James Comey and Deputy Attorney General Rod Rosenstein, according to the Daily Beast.
The GOP-authored memo made waves last week after it was made available to the full House of Representatives for viewing. With over 60 GOP lawmakers calling for its release, Capitol Hill sources on both sides of the aisle tell The Daily Beast that it's only a matter of time before the general public is allowed to view the document - which is likely to stoke already-inflamed tensions between GOP lawmakers and the individuals named in the leak.

Usually, RICO involves racketeering, and the FBI is not out there extorting money from business owners, or running drugs, or bookmaking, or money laundering. There is an aspect of obstruction of justice to RICO, but I think that mostly pertains to witness tampering and not systemic false prosecutions by the government (that would be color of law violations).
But that's just my opinion... I could be wrong.

Especially since we don't know who this person is, his (yes, I'd say it's a he) motives have not been subjected to scrutiny...
Could be just someone wanting attention or notoriety, could be someone who's really in the know who wants to do something for the right side. Could be a downright malevolent person. I can't say for sure, but I'd frankly be inclined to see him as an IT technician or a middle management staffer of some kind. Not a highly educated person as in say a Cabinet member, Senator, or high ranking military officer.
Just my opinion right now, subject to revision.
