Yes, let’s build an untested wall that’s high maintenance, rapid decay, stupid hard/expensive to repair (because we didn’t test it) that the Democrats can eventually say “well, it’s a safety hazard because it’s falling apart and costs too much money, let’s tear it down” and get rid of. Brilliant!!!!!!
How about instead we test out some wall types, decide on the most cost effective and longest lasting one (instead of just padding the pockets of some corrupt contractor with a government connection) and build that?
If you look at the FAR (Federal Acquisition Regulations), you will see that this prototype challenge is required by Federal Law. This applies to aircraft, weapons, armor and even sweat socks. (FAR 16.7).
This works in the Governments favor by forcing competitors to bid not only on price and design. Much better than investing hundreds of millions on a bad design.

That was the deal. No Taxpayer funding for the actual construction was part of the proposed deal.

A wise manager verifies that a design meets customer demands before going into production.
A poor manager finds the lowest bidder, sets an unrealistic time frame and then gets a promotion once its done independent of if it works or not.
Functional test is first and then they will look at cost reduction but that should take a couple weeks with reviews and bids.
I understand your frustration but engineering a quality product takes a bit of time.

Yes we should just skip the planning and testing stage and waste tons of money on projects that may not work. This phase is also to test the contractors, it is easier to sell a design on paper than it is to prove you can actually build it.
