Yes we should just skip the planning and testing stage and waste tons of money on projects that may not work. This phase is also to test the contractors, it is easier to sell a design on paper than it is to prove you can actually build it.
Or we could do nothing, which is exactly what we are doing, and you can defend it, which is what you are doing.
