A kid with a 77 IQ will never be a proficient reader.

Time would be better spent teaching them how to make change and enough reading to understand street signs.

And I would bet $100 that CA has more such kids than any other state, maybe more than all other states combined.

The stupid runs very, very thick here.

Just like the brilliance.

I was reading and writing at 4 because my parents encouraged my interests and pushed others....

I would imagine taking the emphasis off of literacy and placing it on politically correct hooey and other leftist balderdash might have something to do with the issue.

ACLU will countersue, saying that expecting them to learn to read is racist or something.

I am not defending CA, but it seems like a no-win.

Add NYC too...they graduate illiterate highschoolers there.

BTW, IQ tests reflect language skills. Even completely visual ones reflect the ability of the person to form concepts, which can only be done with language and I’m not talking about English vs Spanish or Chinese or any other real language. Any real language permits one to develop concepts.

But they have ceased to teach black children standard English, and lower income blacks are now communicating in a patois that makes them unable to communicate or understand basic concepts. Don’t forget that “Ebonics” was a product of the fact that many slave states forbade the teaching of reading (or anything, including the BIble) to slaves. The communication form developed by these speakers of various non-Indo-European languages, some of them very primitive without even expressions for time, mixed with shouted one or two word commands i n English from ugly, brutal overseers, produced a communication form that lacks basic concepts, particularly abstract concepts. There is nothing wrong with black children that improving standard English language skills won’t help. But it’s politically impossible to do this.

NYC was wonderful when I was a child and went through the school system there, and California had a great reputation - but it was the failure to teach standard English and demand that the kids learn it and express themselves in it that has brought us to this state.

Don't lower the standards!

Keep the same standards as now, just change the test slightly.

For example, instead of asking for the series to calculate mathematical π, change it to having the student demonstrate how to condomize a cucumber.

No need for lower standards, but ask the questions based on what they learn the most!

Even in Alabama. The schools are being overrun with foreign children. The schools no longer divide children by ability. Every elementary level teacher receives a mishmash of students from all sorts of backgrounds. The low level students are taken out of class throughout the day. The foreign students are taken out throughout the day. It makes for many disruptions and a lack of continuity for those students. Some are far behind. It is a travesty because American children are being penalized for being American. Black children from rough homes are being hurt because attention is being shifted to others. It is bad.

There is a huge push for pre K in Alabama. They are adding more and more classrooms each year. The children who are being served in these classrooms are often ESL students. A few in each classroom are the children of Arabs here for college. American children are not filling those coveted seats. It is bad.

I love children. I want children to have wonderful, productive lives. But is it the responsibility of the United States to educate foreign children or the children of foreigners who are here temporarily? Or children here illegally? Why do Democrats want American children to come last?

How about requiring students to stay in the same school from August through June? Now teachers have to deal with students moving from district to district as their illegal parents travel to find work.

How can a school system be expected to teach kids that are constantly on the move?

It gets back to "whole language" (aka sight reading) versus phonics reading instruction philosophies.

Sight reader learners are at a major disadvantage, as they cannot sound-out most words, and (in my observation) are handicapped at a young age compared to phonics-trained students.

Teachers will swear up and down that whole language is superior, and will point to studies (poorly designed and controlled, one suspects) that support their falsified contentions.

Interesting. We have had huge leaps of progress in every facet of human life, except schooling. Schools are basically the same now as they were 100 years ago. They are very slow to change and adapt, and it is because of the entrenched personnel. It needs to change. We’ll never get a second chance to educate our children. We so need a voucher system it’s screamingly obvious.

According to the left an education is a human right. And according to the left a public system is the answer. So the only choice is the sue the system for denying these kids their human right. If they get through ages 5-18, grades 1-12, and cannot read, cannot do math, cannot offer skills to the workforce they are being systematically disenfranchised by a parasitic system that bilks taxpayers to provide salaries to people who cannot do their jobs, and ultimately causing grave damage to the very system and society at large on which it depends.

Statewide English assessments found less than half of California students from third grade to fifth grade have met statewide literacy standards since 2015.

um.....oh never mind.
