A Navy guided-missile destroyer, the USS John S. McCain, collided with a commercial vessel east of Singapore early Monday morning local time, the Navy said.
There were 10 sailors missing and five injured, the Navy said. "Four of the injured were medically evacuated by a Republic of Singapore Navy Puma helicopter to a hospital in Singapore for non-life threatening injuries," the Navy said in a statement. "The fifth injured Sailor does not require further medical attention."
The collision with the merchant ship Alnic MC occurred east of the Straits of Malacca and Singapore at 6:24 a.m. Japan Standard Time, as the McCain was on its way for a routine port visit in Singapore, the Navy said.

My bosses made fun of me for teaching young Officers that the word “Commander” comes from ancient Sanskrit and means,
“The one to whom we entrust the lives of our beloved.”
Command is a sacred obligation and I hope that the Commanders of these ships felt that way.
I will give them the benefit of doubt until proven otherwise.
If they did violate this sacred obligation, then I’m with you.
It would cut down their maneuverability but they still would be better than a cargo ship. We have procedures for this, one is notifying everyone the area and setting your signal flags when you are in one of the most busy straights in the world.
Everyone knows that ship equipment failure is not an excuse. It is the Captains job to make sure his ship is seaworthy.

I didn't assign blame or make any excuses. I merely reported a rumor of a possible mechanical/equipment failure at a critical time.

Well unless something extraordinary is discovered, it will be their fault and our Navy will have to pay for all the damages and injuries.

It seems that there is a conscious directive for our ships NOT to use their radar/sonar collision avoidance systems because those same signals may be used by enemies to track our ships.
I suggest a rapid transition to a laser CAV system at a light frequency and interval not susceptible to enemy tracking.
The commanding officer of this ship is toast.

They can also use their radar and post men to look out the windows.
Geez they miss giant ships coming at them slowly and they are suppose to be able to avoid missiles coming at them?
They must be playing video games or listening to their music on the bridge.
Sometimes you have to break cover to save lives overall or remain in the fight.

No one would do that in one of the biggest shipping channels in the world. Not even the North Koreans would be that stupid.
They have that all already, have had it for years. As far as the Transponder, they are required to have that on in major shipping channels unless they are at war.

In the Navy, you would describe this as dead stop, dead in the water means propulsion is down. Anchored is dead stop.
I am not sure what civilians would describe this as, but I took your meaning that propulsion was down.

The Alnic anchored off the coast of Singapore late Monday under its own power, pending damage assessments. It suffered a gash toward the front of the ship, the Stealth spokesman said, but the damage was over the waterline.
This is Dead in the Water, which can be caused by loss of propulsion or order from a legitimate maritime authority.
Regardless of the reason, because of her inability to quickly respond to maneuver, she is being given the wide berth required of all ships other than rescue vessels. The lack of nearby rescue vessels likely means she has minor damage, few or no minor injuries, and is seaworthy. Therefore, her state is probably due to compliance with the local Maritime authority.
