It seems that there is a conscious directive for our ships NOT to use their radar/sonar collision avoidance systems because those same signals may be used by enemies to track our ships.
I suggest a rapid transition to a laser CAV system at a light frequency and interval not susceptible to enemy tracking.

I would suggest all systems be installed and ready to monitor marine and air traffic including those that are strictly civilian (but without transponder), and allow the captain to select which to use under the real time needs of his command.
Sometimes you have to break cover to save lives overall or remain in the fight.
